History:
Acquired in 1970 and developed in 1995. Formerly called Parkland Plaza and renamed to honor long-standing Parks and Recreation Board member Richard Manchester. First park adopted under the Adopt-a-Park program.

This 15-acre park is located in the north central part of the city. Facilities include:
- a soccer field
- picnic area
- walking trail
- shelter
- small wooded area
A pond on the park's south end provides ice skating during the winter months.
